Rise of Kingdoms: Buildings Guide & City Development

Rise of Kingdoms Buildings Guide

Rise of Kingdoms city development is easiest when you treat buildings as a progression chain rather than trying to level everything evenly. City Hall should usually be your main target, while the Academy, Alliance Center, military buildings, Hospitals, Castle, Watchtower, and required prerequisite structures should move according to the milestone you are pursuing.

This Rise of Kingdoms buildings guide explains what the major city structures do, which upgrades matter most, the important City Hall milestones, and how your building priorities change as you move from the early game toward Tier 5 troops.

Do not upgrade every duplicate building to the same level just for symmetry. Follow the requirements shown on your next City Hall or Academy upgrade, keep useful support buildings moving, and invest extra resources only where they solve a real bottleneck.

How Buildings Work in Rise of Kingdoms

Most permanent city buildings can ultimately reach level 25, but their value is not equal at every stage of progression. Some directly gate City Hall or Academy upgrades, while others improve research, troop production, hospital capacity, resource protection, gathering support, equipment, alliance assistance, or account utility.

A useful way to divide them is:

Building Group Main Purpose Typical Priority
City Hall Unlocks buildings, march queues, troop progression, and higher building levels Very High
Academy Economic and military research Very High
Castle and Watchtower Rally progression, city defense, and late-game building requirements High before T5
Military Buildings Train Infantry, Archers, Cavalry, and Siege High when required or improving troops
Hospitals Increase wounded troop capacity High for fighters
Alliance Center Alliance Help and city reinforcement capacity High
Economic Buildings Produce and protect resources Moderate
Utility Buildings Scouting, equipment, merchants, commanders, events, and other systems Depends on account stage

City Hall: Your Main Progression Building

Rise of Kingdoms City Hall building for city development

City Hall is the central building in your city. Increasing its level raises your troop capacity, allows other structures to reach higher levels, and unlocks major account features.

The most useful City Hall milestones include:

City Hall Level Important Milestone
5 Second march queue
8 Tier 2 research progression
11 Third march queue
16 Tier 3 research progression and Blacksmith access
17 Fourth march queue
21 Tier 4 research progression
22 Fifth march queue
25 Maximum City Hall level and required stage of the T5 progression path

Reaching a City Hall milestone does not automatically give you the corresponding troop tier. You still need the Academy level and military technology required for that troop research.

For exact prerequisites, resources, timers, and milestone planning, use our Rise of Kingdoms City Hall upgrade guide.

Academy: Research and Permanent Account Power

Rise of Kingdoms Academy building for research and technology

The Academy controls your Economic and Military Technology. Economic research improves development, gathering, production, and research efficiency, while Military Technology strengthens your troops and eventually leads to Tier 5 research.

Keep the Academy active whenever possible. Idle research time is difficult to recover because technology provides permanent benefits that continue helping your account for the rest of its life.

Academy level 25 is required before you can complete the final Tier 5 research path, but reaching Academy 25 alone does not unlock T5 troops. You must still finish the required economic, shared military, and troop-specific technologies.

For research priorities and the full upgrade chain, read our Rise of Kingdoms Academy guide.

Castle and Watchtower: Prepare Before the T5 Push

Castle

Rise of Kingdoms Buildings Guide & City Development Castle

The Castle determines your rallied army capacity. That makes it important for Governors leading Barbarian Fort rallies, structure rallies, and other coordinated attacks.

Its bigger progression problem is the Books of Covenant required for upgrades. Castle 25 becomes part of the nested building chain leading to Academy 25, so ignoring Books for most of the early game can create a severe T5 bottleneck later.

Participate in Barbarian Fort rallies throughout your account’s development rather than waiting until Academy 24 to begin thinking about the Castle.

Watchtower

Rise of Kingdoms Buildings Guide & City Development Watchtower

The Watchtower contributes attack and health to your city’s defensive structures. Its upgrades use Arrows of Resistance, which can be accumulated through eligible barbarian activities, Lohar-related rewards, and other sources.

Like the Castle, Watchtower 25 is an important part of the late-game building chain. Start accumulating its special upgrade material early even if city defense itself is not your current priority.

Castle and Watchtower progress is easy to ignore because their special materials accumulate differently from normal Food, Wood, Stone, and Gold. If Tier 5 is a long-term goal, collect Books of Covenant and Arrows of Resistance throughout your progression instead of trying to solve both bottlenecks at the end.

For the complete late-game requirement chain, see our Rise of Kingdoms T5 troops guide.

Military Buildings

Barracks, Archery Range, Stable, and Siege Workshop

Rise of Kingdoms Barracks building for infantry training Rise of Kingdoms Archery Range building for archer training Rise of Kingdoms Stable building for cavalry training Rise of Kingdoms Siege Workshop building for siege unit training

Each military building trains one troop type:

  • Barracks: Infantry
  • Archery Range: Archers
  • Stable: Cavalry
  • Siege Workshop: Siege units

Upgrading these structures increases training capacity and supports stronger troop development. Some levels are also required in the City Hall and Academy progression chains.

You do not need to burn every building speedup simply to keep all four troop structures identical. Prioritize whatever your next City Hall requirement demands, then develop your main combat troop building and other training structures according to your account needs.

For the difference between troop capacity, march queues, and the units you can actively deploy, read our Rise of Kingdoms troop capacity and march queue guide.

Hospital

Rise of Kingdoms Hospital building for healing wounded troops

Hospitals increase the number of wounded troops your city can hold. This matters much more once you start fighting regularly in KvK, defending structures, reinforcing allies, or taking heavy open-field trades.

If your hospital capacity is exhausted, additional severely wounded troops can become permanent losses in situations where they otherwise would have entered the Hospital. Fighters should therefore avoid leaving all Hospitals severely underleveled just because they are rushing City Hall.

You can build multiple Hospitals, but the exact level you need across them depends on how aggressively you fight. A peaceful farm account has very different requirements from a frontline KvK account.

Wall

Rise of Kingdoms Wall building for city defense

The Wall supports city defense and your garrison, but its biggest progression role is simpler: Wall upgrades repeatedly gate City Hall upgrades.

That makes the Wall one of the structures you should check first whenever planning your next City Hall level. Do not wait for your City Hall builder to become free before discovering that the Wall is several levels behind.

Economy and Resource Buildings

Farms, Lumber Mills, Quarries, and Gold Mines

Resource buildings passively produce Food, Wood, Stone, and Gold. These resources feed nearly every major system in the game, including buildings, research, troop training, and healing.

City production is helpful, especially early, but it should not be mistaken for your entire resource economy. Active gathering, alliance territory, events, farm accounts, and careful resource-item management become much more important as costs rise.

You also do not need every duplicate production building at level 25 merely to begin Tier 5 progression. Follow the required building chain shown by the game and upgrade additional production buildings when their output is worth the investment.

For commander choices, gathering efficiency, and resource planning, use our Rise of Kingdoms gathering guide.

Storehouse

Rise of Kingdoms Storehouse building for resource protection

The Storehouse protects a portion of your open resources from being looted if your city is attacked. It is most noticeable on young or exposed accounts that cannot safely carry large quantities of raw resources.

Do not rely on Storehouse protection as an excuse to open every resource item in your inventory. Keeping resources packaged until you need them remains an important way to limit what an attacker can steal.

Alliance Buildings and Resource Transfers

Alliance Center

Rise of Kingdoms Alliance Center building for rallies and alliance help

The Alliance Center determines how many times alliance members can help reduce eligible building, research, and healing timers. It also increases the number of reinforcing troops your city can hold.

At level 25, the Alliance Center allows up to 30 alliance helps and provides substantially more reinforcement capacity than at lower levels.

This makes it one of the best support buildings to keep reasonably close to your City Hall. Always collect available alliance help before using large quantities of speedups on an eligible timer.

The Alliance Center does not determine your rally troop capacity; that is a function of the Castle.

Trading Post

Rise of Kingdoms Trading Post building for alliance resource support

The Trading Post allows you to send Food, Wood, Stone, and Gold to alliance members. Higher levels increase transportation capacity and reduce the tax deducted from each shipment.

This becomes especially important for farm accounts, alliance resource support, and KvK healing. It is also part of the late-game building chain leading toward Academy 25.

For transportation capacity, taxes, and farm-account strategy, read our Rise of Kingdoms Trading Post guide.

Utility and Progression Buildings

Scout Camp

Rise of Kingdoms Buildings Guide & City Development Scout Camp

The Scout Camp sends scouts across the map to remove fog, locate Tribal Villages, and discover Mysterious Caves. Upgrading it improves scouting-related capabilities such as scout count, movement, and exploration.

Scouting is particularly valuable during early progression because villages and caves can provide useful rewards without consuming your normal construction or research resources.

Use our Rise of Kingdoms scout villages and caves guide for a deeper exploration strategy.

Tavern

Rise of Kingdoms Tavern building for commander recruitment

The Tavern is where you use Silver and Golden Keys to obtain commanders, Commander Sculptures, Starlight Sculptures, resources, speedups, and other rewards from its chests.

It is especially influential on younger accounts, when Tavern commanders and sculptures represent a larger share of your roster development.

Courier Station

The Courier Station houses the Mysterious Merchant. Her offers can include resources, speedups, boosts, commander items, teleports, and other supplies sold for resources or Gems.

F2P players should pay particular attention to useful deals purchased with normal resources. A discount does not automatically make every Gem offer worthwhile.

For purchase priorities, see our Rise of Kingdoms Courier Station guide.

Blacksmith

The Blacksmith unlocks as your city develops and becomes the center of the equipment system. It is used to forge and dismantle equipment and work with the materials required for commander gear.

This building becomes increasingly important as your account transitions from basic commander development toward optimizing complete open-field, rally, and garrison marches.

Monument

The Monument tracks important kingdom progression and Chronicle stages. It is tied to the broader development of your kingdom and can provide rewards as major milestones are completed.

You generally interact with it for progression rewards rather than treating it as a building that requires the same upgrade planning as City Hall, Academy, or military structures.

Lyceum of Wisdom

The Lyceum of Wisdom is an activity building associated with knowledge-based game modes such as Peerless Scholar and World Wanderer. It gives developed cities another source of activities and rewards but does not replace your core progression structures.

Shop

The Shop provides access to several purchasing systems, including the VIP Shop. Its value comes from the items and account systems available through it rather than from being a major building-level bottleneck.

Utility buildings should support your progression, not distract from it. Keep research active, maintain your City Hall prerequisites, use alliance help, and then take advantage of merchants, equipment, scouting, Tavern rewards, and other systems whenever they provide efficient value.

Best Building Upgrade Priority for Beginners

There is no perfect linear order because City Hall requirements change from one level to the next. However, the following framework works well for most developing accounts.

  1. Target the next City Hall level. Check its required buildings early and bring those structures up first.
  2. Keep the Academy active. Research provides permanent economic and military value.
  3. Upgrade the Alliance Center. More alliance help reduces eligible timers and reinforcement capacity becomes useful during conflict.
  4. Maintain your required military buildings. Keep troop production moving and prioritize the buildings gating your next milestone.
  5. Keep enough Hospital capacity. The more you fight, the higher this priority becomes.
  6. Collect Castle and Watchtower materials early. They become late-game bottlenecks even if they do not feel urgent now.
  7. Develop economic and support buildings as needed. Upgrade resource production, Storehouse, Trading Post, and utility structures according to your current bottlenecks.

Best Building Priority for F2P Players

F2P players benefit most from keeping builders and research productive rather than chasing raw building power. Resources and speedups are limited, so every unnecessary structure upgraded early can delay the next meaningful City Hall milestone.

Focus on prerequisite buildings, avoid overleveling duplicate resource structures without a purpose, and take full advantage of alliance help before accelerating long construction timers.

As T5 approaches, the priority changes. Castle, Watchtower, Academy, Trading Post, Alliance Center, military structures, and the rest of the level 25 prerequisite chain require much more planning than early City Hall progression.

If you are comparing alternative progression paths rather than building a city entirely from the beginning, you can also review Rise of Kingdoms accounts for sale by City Hall, VIP, technology, commander, troop, and kingdom progress. Regardless of the starting point, the same late-game building bottlenecks still affect future development.

Which Buildings Do You Need for Tier 5?

Tier 5 is not unlocked simply by reaching City Hall 25. You need Academy 25 and must finish the relevant research path.

Reaching Academy 25 requires an extensive nested building chain that includes major structures such as:

  • City Hall
  • Academy
  • Castle
  • Watchtower
  • Wall
  • Trading Post
  • Alliance Center
  • Storehouse
  • Barracks
  • Archery Range
  • Stable
  • Siege Workshop
  • Required Hospital and resource-production buildings
  • Scout Camp and other structures shown by the prerequisite chain

You do not need every duplicate Farm, Lumber Mill, Quarry, Gold Mine, or Hospital at level 25 solely to open T5 research. Follow the exact requirement displayed on the current Academy and prerequisite upgrade screens.

Once Academy 25 is complete, you still need the economic and military research leading to your chosen Tier 5 troop type.

FAQs

What building should I upgrade first in Rise of Kingdoms?

City Hall should usually be your main progression target. Check its next prerequisites first, then keep important structures such as the Academy and Alliance Center moving rather than upgrading buildings randomly.

What are the most important City Hall levels?

Useful milestones include City Hall 5 for the second march queue, 11 for the third, 17 for the fourth, and 22 for the fifth. City Hall 21 is associated with Tier 4 progression, while City Hall 25 is required for the final T5 development path.

What is the maximum building level in Rise of Kingdoms?

Level 25 is the standard maximum for the main upgradable city buildings covered by this guide. Reaching level 25 on key structures is an important part of late-game and T5 progression.

Do all buildings need to reach level 25 for T5 troops?

No. You must complete the nested level 25 building chain needed for Academy 25, but you do not need every duplicate resource building or every Hospital at level 25 solely for the T5 unlock. Check the in-game prerequisite panel to see the exact structure blocking your next upgrade.

Why are Castle and Watchtower important?

The Castle increases rally capacity and requires Books of Covenant, while the Watchtower contributes to city defense and requires Arrows of Resistance. Both become important late-game progression requirements, so collect their special materials before you reach the final T5 push.

What does the Alliance Center upgrade?

The Alliance Center increases how many Alliance Helps you can receive and how many reinforcing troops your city can hold. It does not increase rally capacity; the Castle controls rallied army capacity.

Conclusion

A strong Rise of Kingdoms city is built around progression, not equal building levels. Keep City Hall as your main target, research continuously through the Academy, maintain enough military and Hospital infrastructure for your activity, and prepare Castle and Watchtower materials well before Tier 5.
