City Hall 5: Second March Queue
City Hall 5 unlocks the second march queue, immediately improving your ability to gather resources, attack barbarians, reinforce allies, and participate in rallies while another march is busy. This is also around the stage where managing your second construction queue becomes important. A Builder Recruitment item can temporarily activate the second builder, while reaching VIP 6 permanently unlocks the second building queue.City Hall 11: Third March Queue
The third march queue is a major economic upgrade because you can gather three resource points simultaneously or combine gathering with PvE activity. For developing farm accounts, the additional march produces value every day rather than only when you are actively fighting.City Hall 17: Fourth March Queue
City Hall 17 raises base City Hall troop capacity to 64,000 and unlocks your fourth march queue. This is one reason level 17 remains a practical target for inexpensive farm accounts.City Hall 21: Tier 4 Progression
City Hall 21 raises the building cap needed to continue Academy and military progression toward Tier 4 troops. You still need to research the relevant T4 technology in the Academy before those units can be trained.City Hall 22: Fifth March Queue
City Hall 22 unlocks the fifth standard march queue. Five marches make gathering, barbarians, rallies, objective play, and multi-march open-field combat much easier. City Hall 25 is the final City Hall upgrade and raises its base troop-capacity contribution to 150,000. Do not wait until your City Hall finishes to discover what the next level needs. Open the upgrade requirements in advance and start preparing the next Wall, Hospital, Academy, Storehouse, Alliance Center, Trading Post, Scout Camp, or troop building. The prerequisite sequence matters more than keeping every building at the same level.Keep the Second Builder Active
Rise of Kingdoms starts you with one building queue. Builder Recruitment items can temporarily activate the second queue, while VIP 6 unlocks it permanently. When two queues are available, use one on the immediate City Hall prerequisite and the other on the structure you expect to need next. Time Large Upgrades With Useful Events
If an event rewards building power and you can delay an upgrade without slowing important progression, timing the completion can provide additional rewards. Do not hold an important march-queue, troop-tier, or City Hall milestone for an excessive amount of time just to chase a minor event payout. For most new accounts, prioritizing City Hall progression is worthwhile because higher levels unlock more march queues, raise base troop capacity, increase the building-level cap, and let your Academy progress toward stronger troop technologies. Does City Hall 25 Unlock Tier 5 Troops?
No. City Hall 25 does not automatically give you Tier 5 troops. It raises the city’s building cap and allows you to continue through the final building and research requirements. Among the major steps that remain are:- Upgrade the Academy to level 25.
- Complete the level 25 prerequisite building chain required for the Academy.
- Progress the Castle and Watchtower to the required levels.
- Upgrade the relevant military buildings.
- Complete the prerequisite Economic Technology.
- Complete the prerequisite Military Technology.
- Research the final Tier 5 technology for your chosen troop type.

- Not checking the next prerequisite: Your City Hall finishes, but the next required structure is several levels behind.
