Last War Training Base Guide: Levels, Costs, and Hero EXP

Last War Survival Training Base upgrade and Hero EXP production guide

The Training Base in Last War: Survival generates Hero EXP automatically. Upgrading it increases passive EXP production, making it easier to keep your main heroes near their current level cap without relying entirely on events, missions, and EXP items.

You can eventually have up to five Training Bases. Current verified building progression reaches level 35, although reliable Hero EXP output tables currently provide figures only through level 30. A level 30 Training Base produces 259,200 Hero EXP per hour at its listed base rate.

Quick Take: Training Bases solve the EXP side of hero leveling, but they do not raise your hero level cap. Headquarters level determines how high your heroes can level, so do not delay important HQ prerequisites just to keep every Training Base maxed.

How the Training Base Works in Last War

The Training Base becomes available from the early stages of base progression and produces Hero EXP over time. Higher Training Base levels provide greater hourly EXP output.

Hero EXP is then used to level the heroes you choose. The building does not automatically decide which heroes should receive that EXP, so concentrating resources on your primary formation is usually more efficient than leveling every hero evenly.

Your account can eventually support up to five Training Bases. This matters because their production adds together. For example, five level 30 Training Bases at the listed base rate would generate a combined 1,296,000 Hero EXP per hour before any applicable account bonuses.

For other ways to earn and manage EXP, see the Last War Hero EXP guide.

Training Base Levels and Upgrade Costs

Training Base upgrades use Iron and Food from the beginning, with Coins joining the cost at higher levels. Costs and construction times increase sharply as you progress.

The table below uses selected milestone levels so you can see how the investment scales. Levels 1–30 include verified hourly Hero EXP figures. Levels 31–35 are included because current building databases now list those upgrades, but reliable EXP output figures for those five levels are not consistently published, so they are intentionally not estimated here.

Level Iron Food Coin Base Upgrade Time Verified Hero EXP/hr
1 10 10 1s 1,440
5 3,400 3,400 2m 56s 7,920

35 350,000,000 350,000,000 110,000,000 37d 6h 35m 4s Not reliably published

These are reference values rather than a replacement for your in-game upgrade screen. Construction-speed bonuses, alliance help, research, and other active effects can change the completion time shown on your account, while game updates can alter underlying requirements.

!Important: Do not extrapolate level 31–35 Hero EXP output from the level 30 value. Current sources agree that the Training Base can reach level 35, but reliable published EXP-per-hour figures for those advanced levels are incomplete.

Training Base Levels 31–35 and the Age of Oil

Level 30 is no longer the final building level once your warzone reaches the later Age of Oil progression. After Season 2, the Age of Oil technology tree provides the path toward upgrading your Headquarters and eligible buildings beyond level 30.

You must progress through that technology and complete the required HQ Expansion research before moving into HQ31–35 progression. Once your Headquarters can advance, Training Bases can also be taken beyond level 30, up to the currently verified maximum of level 35.

Training Base data for levels 31–35 lists Iron, Food, and Coin as the direct building costs. Oil is still important because the Age of Oil research and wider HQ31–35 progression are what unlock access to those advanced building levels.

Training Base vs. Hero Level Cap

One of the most important distinctions in a Last War hero leveling strategy is that Hero EXP and the hero level cap are separate problems.

Training Bases give you the EXP required to raise hero levels. Your Headquarters determines the maximum level those heroes can reach. Each Headquarters upgrade raises the hero level cap, eventually reaching level 175 at HQ35 under the currently verified progression system.

This means you can have a large reserve of Hero EXP and still be unable to level your squad further if your Headquarters is behind.

What This Means for Upgrade Priority

If your five main heroes have already reached the current HQ level cap, rushing another Training Base upgrade will not immediately make those heroes stronger. Advancing the Headquarters route may be more valuable because it raises the cap and opens more room to spend your accumulated EXP.

If your heroes are significantly below the cap and Hero EXP is the bottleneck, improving Training Base production becomes more attractive.

Use the Last War Headquarters upgrade guide to check upcoming prerequisites before committing a builder and hundreds of millions of resources to a high-level Training Base.

When Should You Upgrade Training Bases?

Training Bases are valuable because Hero EXP remains relevant throughout account progression, but they should compete for resources based on your current bottleneck rather than being upgraded automatically.

Upgrade Training Bases When:

  • Your main squad is consistently below the hero level cap because you lack EXP.
  • Your Training Bases have fallen far behind your Headquarters level.
  • Your next important HQ prerequisite is already upgrading or completed.
  • You have enough Food, Iron, and Coins without delaying a major progression upgrade.
  • You are beginning to invest seriously in a second or third formation and need more Hero EXP over time.
  • The construction can be completed or collected during an event where the building Power increase is useful.

Delay Training Base Upgrades When:

  • A required Headquarters prerequisite is waiting for the same builder.
  • You are close to a new Headquarters level that will raise your hero level cap.
  • You need resources for your Tech Center, Barracks, main Tank/Air/Missile Center, Hospital, or other critical progression building.
  • Your main heroes are already capped and you have plenty of unused Hero EXP.
  • An expensive level 31–35 Training Base would consume resources needed for Age of Oil progression.

Recommendation: For F2P and low-spending players, keep Training Bases healthy without treating them as mandatory HQ-level buildings. Protect the resources and builder time needed for the next HQ route first, then use Training Base upgrades to solve a genuine Hero EXP shortage.

How to Use Training Base Hero EXP Efficiently

Keep Your Main Formation Near the Level Cap

Your first priority is normally the five heroes you actually use in your strongest squad. Keeping those heroes competitive provides more immediate value than distributing EXP across every unlocked character.

Once the main squad is comfortably developed, you can begin bringing secondary formations closer to useful combat levels.

Do Not Level Every Hero Equally

A large roster can consume Hero EXP extremely quickly. Investing equally in heroes that rarely enter combat can leave your primary squad underleveled when the Headquarters raises the cap again.

Prioritize heroes that are part of your current formation or have a clear planned role in your next squad.

Combine Passive EXP With Other Sources

Training Bases are valuable because they work passively, but they are only one part of Hero EXP income. Missions, events, campaign content, Radar activities, and Hero EXP items can supplement base production.

This matters especially when a new HQ level raises the cap for five main heroes at once. Passive production provides a steady baseline, while saved EXP rewards can help close the immediate gap.

Plan Hero EXP Spending Around Events

When an active event rewards using Hero EXP, saving some EXP until the correct scoring window can provide additional value from progression you intended to make anyway.

Do not leave your main squad severely underleveled just for event points, but when there is no urgent combat need, timing large leveling sessions can improve overall efficiency.

How Important Is Level 30 Training Base Production?

The production increase becomes substantial at higher levels. A single level 20 Training Base produces 108,000 Hero EXP per hour, while level 30 reaches 259,200 per hour at the listed base rate.

If all five Training Bases are level 30, their listed production totals 1,296,000 Hero EXP per hour. That makes passive EXP a meaningful long-term source for maintaining multiple squads.

The tradeoff is cost. Moving just one Training Base from level 29 to 30 requires 120 million Food, 120 million Iron, and 39 million Coins before applicable reductions, plus a long base construction time. Taking the same building into levels 31–35 becomes progressively more expensive.

For that reason, “max every Training Base” is better treated as a long-term goal than an early progression rule.

Training Base Strategy for F2P and Spenders

F2P and Low-Spending Players

Resource efficiency matters more than having perfectly even building levels. Keep your Training Bases productive, but give priority to upgrades that unlock the next Headquarters, troop tier, research milestone, or other major account improvement.

When builders would otherwise be idle, or when your main squad is suffering from a persistent EXP shortage, catching up a Training Base becomes much more attractive.

Higher-Spending Players

Players with more resources and construction speedups can maintain higher Training Base levels without sacrificing as much HQ momentum. The extra passive EXP is particularly useful when leveling several competitive squads.

Even then, the same principle applies: additional EXP has limited immediate value when the heroes you care about are already at their Headquarters-imposed level cap.

Players who prefer to skip part of the early progression grind can optionally compare a Last War account for sale. When comparing accounts, look beyond the Training Base levels and check Headquarters progression, main heroes, research, troop tiers, gear, and the overall development of the account.

Common Training Base Mistakes

  • Upgrading Training Bases before checking HQ requirements: the same resources may be needed for a prerequisite that unlocks your next hero level cap.
  • Assuming Training Base level controls hero level: the building supplies EXP; Headquarters controls the maximum hero level.
  • Spreading Hero EXP across the entire roster: prioritize heroes that actually contribute to your main formations.
  • Automatically maxing all five bases: high-level upgrades have a significant opportunity cost, especially for F2P players.
  • Ignoring advanced-level costs: levels 31–35 require hundreds of millions of Food and Iron per Training Base.
  • Using unverified level 31–35 EXP figures: current building data confirms the upgrades but does not consistently publish their hourly EXP output.
  • Trusting level 36 charts: as of August 2026, reliable current progression data still ends at level 35.

FAQs

What does the Training Base do in Last War?

The Training Base produces Hero EXP over time. Upgrading the building increases its EXP production and helps you level heroes faster.

How many Training Bases can you have in Last War?

Current Training Base references list a maximum of five Training Bases. Developing several provides much more combined passive Hero EXP than relying on a single building.

What is the maximum Training Base level?

The currently verified maximum is level 35. Levels above 30 become available through the later Age of Oil and HQ Expansion progression.

How much Hero EXP does a level 30 Training Base produce?

A level 30 Training Base has a listed base output of 259,200 Hero EXP per hour. Five level 30 Training Bases therefore total 1,296,000 Hero EXP per hour before applicable bonuses.

Should I upgrade the Training Base or Headquarters first?

If the Headquarters or one of its prerequisites is blocking your next hero level cap, prioritize that progression first. Upgrade Training Bases when Hero EXP itself is the bottleneck or when doing so will not delay a more important requirement.

Are there Last War Training Base level 36 requirements?

Not in currently reliable published progression data. As of August 2026, verified Headquarters and normal building progression ends at level 35. Avoid relying on speculative level 36 cost or requirement charts unless the game officially adds those levels.

Conclusion

The Training Base is one of the best passive sources of Hero EXP in Last War: Survival, but efficient progression comes from balancing EXP production with your Headquarters route. Keep your main heroes near their level cap, upgrade Training Bases when EXP is genuinely limiting you, and avoid spending critical resources on secondary buildings when a major HQ or military milestone is waiting.
