You do not need to keep the Alliance Support Hub equal to your Headquarters at every stage. The most important targets are the levels that either add another help or satisfy an upcoming HQ prerequisite.
Hub Level 7 for HQ8
Upgrading Headquarters to level 8 requires the Alliance Support Hub at level 7. At that point, your maximum help count is 8.
Hub Level 15 for HQ16
