What Is State Migration in Whiteout Survival?
State migration allows players to transfer their accounts to a different state during specific State Transfer Events. This feature is perfect for players seeking new opportunities to collaborate, compete, or connect with friends.
Frequency: The event occurs irregularly, approximately every 4 to 7 weeks. Details about upcoming events are announced in-game about 3 to 4 days prior. States become eligible for transfer when Transfer Passes appear in the alliance shop.

Transfer Requirements:

![]() |
Personal:
-
- The Chief’s power must not exceed the Power Cap.
- The Chief must have reached the required Furnace level (up to level 30, depending on the state’s age).
- The city must not be in combat.
- The Chief must not be part of any alliance.
- The Chief must not hold the position of President.
- At least 30 days must have passed since the last transfer (only one transfer per event is allowed).
- The Chief must have fewer than four characters in the target state.
State:
-
-
- The target state cannot be more than 90 days younger or older than the current state.
- Both states must have the same generation of heroes, unlocked buildings, available beasts, and equipment.
-
Any differences between states can be checked using the in-game command
Transfer Passes :
The number of Transfer Passes required ranges from 1 to 50, depending on the Chief’s Transfer Score. Passes can be purchased in packages, with prices varying based on the number of passes. Additionally, one Transfer Pass can be obtained weekly from the alliance shop for 150,000 Alliance Tokens.
Transfer Cost :
Your Transfer Score is determined by the sum of a Chief’s current Furnace level, Chief Gear and Charms, Hero Power, Hero Gear Power and Pet Power. Troop power doesn’t count towards your Transfer Score. The higher your Score compared to prospective States’ Rating, the more Transfer Passes will be required. In other words, moving away from a Leading State is cheaper than moving away from an Ordinary State. It is currently impossible to calculate the amount of passes needed to transfer. However, the number of Transfer Passes needed for F2P players should not exceed 10.

State Categories:
States are divided between Ordinary and Leading states.
Leading states are chosen based on the sum of the Transfer Score of the top 100 chiefs of that state. Ordinary State can accommodate a maximum of 58 people during the event. The President or the Former President (when there is no Current President – happens after lost SvS) of a given state can invite a maximum of 38 people. Each time, the President has the ability to send an undefined amount of regular invitations. However, when 35 invitations are used, the rest becomes invalid. To be able to use regular invitations, you have to follow the power limit set by the President of desired state. Each Ordinary State and its President begins with 3 Special Transfer Invitations that are used to bypass the transfer power limit, allowing extraordinarily strong players to join the state. Note that the Special Transfer Invitation doesn’t affect the amount of Transfer Passes needed to transfer. One Special Transfer Invitation renews on the 1st of every month (0.00 UTC) up to a maximum of 3. The remaining 20 spots are free to take by any player fulfilling the transfer power limit.
Leading State can accommodate a maximum of 30 people during the event. The President or the Former President of a given state can invite a maximum of 20 people. Each time, the President has the ability to send an undefined amount of regular invitations. However, when 20 invitations are used, the rest becomes invalid. To be able to use regular invitations, you have to follow the power limit set by the President of desired state, which is reduced for the Leading States. The remaining 10 spots are free to take by any player fulfilling the transfer power limit.

Example: How to Calculate and Simulate Migration
Let’s say you’re currently in State 101 with a power level of 150M, and you plan to migrate to State 202. Here’s how you’d calculate and execute the migration:
Step 1: Determine Transfer Passes Needed
Using the migration table:
- For 150M power, you’ll need 6 Transfer Passes.
- Each pass costs 150,000 Alliance Coins, so you’ll need 900,000 Alliance Coins total.
Step 2: Check State 202 Eligibility
- Ensure that State 202 is accepting migrations.
- Verify that your account meets all requirements for the transfer.
Step 3: Save Alliance Coins
- Start accumulating alliance coins through daily activities, events, and alliance contributions.
Step 4: Execute the Migration
- Go to the Migration Menu in your settings.
- Select State 202 from the list of available states.
- Confirm the transfer and use the required Transfer Passes.
Note: Double-check resource allocation before migrating to avoid loss.
